Magistrate Judge Franklin L. Noel
Franklin L. Noel was appointed as a United States Magistrate Judge on November 2, 1989. He was reappointed to a second eight year term in 1997. He served a seven year term as Chief Magistrate Judge from 1995 to 2002. He was reappointed to a third eight year term in 2005. He currently serves on several Court committees, including the Federal Practice Committee, as well as the Case Management/Electronic Case Filing Advisory Committee. He is an Adjunct Faculty member at the University of Minnesota Law School where he teaches a seminar in Criminal Procedure.
Judge Noel received his law degree from Georgetown University Law Center in 1977. From 1977-1979, he engaged in the private practice of law with the firm of Arnold & Porter in Washington, D.C., and was an Assistant District Attorney in Philadelphia, Pennsylvania, from 1979-1983. He served as an Assistant United States Attorney in Minnesota from 1983-1989 until his appointment as a United States Magistrate Judge.
