Magistrate Judge Arthur J. Boylan
Arthur J. Boylan was appointed as a United States Magistrate Judge on November 1, 1996. He received his law degree from the Illinois Institute of Technology/Chicago Kent College of Law in 1976. Magistrate Judge Boylan was in private practice for ten years with the law firm of Hulstrand, Anderson, and Larson, in Willmar, Minnesota. In 1986, he was appointed to the Minnesota District Court bench, where he remained until his appointment as a United States Magistrate Judge.
While serving on the state bench, Magistrate Judge Boylan served on the Conference of Chief Judges. He was president-elect of the Minnesota District Judges Association at the time of his federal appointment. Magistrate Judge Boylan is the former chair of the Minnesota State Bar Association's Committee on the Rules of Professional Conduct. He acted as co-chair of the State Bar Association's task force on the Multi-Disciplinary Practice of Law. He is a member of the Board of Directors of the Federal Bar Association. He is a member of the American Inns of Court.
